I have a small gold or brass plated metal badge with the initials "F. C. B. S." on it. What was it for?

I think this may be a Boy Scout item (?) Size of badge is 20mm across.

Honestly, I don't think it is a Boy Scout badge - at least it doesn't resemble any of the badges I've seen on that site. If I had to guess, I'd say it was a private security firm uniform badge or something like that.
