3 yr.old poodle mix male who can not walk. He looks like he has mad cow disease. No pain. Vet said back injury?

We got him from a rescue a few weeks ago; seemed fine. I wonder if it isn't something neurological since he does not seem to be in pain. He is on steroids, muscle relaxer, and crate rest. Any ideas?

if he allows u to massage him. also go online and find how u can do doggie physical therapy and if it would help
